Green Gragon School sports facilities get go ahead
- 16-Feb-2007
Despite objections to the placement of a new building as part of upgraded sports facilities for the school out the back of Building 2, the project has been approved by the Council at last night's planning meeting.
In the image here, the blue rectangle represents an all-weather pitch (location pointed to by the arrow in the bottom image) and the associated changing rooms etc represented by the red colour.
As you can see, considereable tree and foliage removal will be required to place the building there.
Read the Council planning meeting documentation below - noting the last bullet point - how it is that we will not be able to see in the rear windows is beyond me - but hey - we only live here! It seems paper representations and words by those that don't live here carry more weight than reality!
There might be a footnote to the application - there might not be enough money to complete the project as budgets have been cut since.
Editors Note: The Holland Gardens Residents Community is not against the proposal, just against the placement of the building that requires wholesale removal fo trees and greenery when there appears to be adequate space elsewhere in the school grounds for the building.
The Council minutes note:
Members received two tabled documents at tonight's meeting:
- A letter of support for the application from Roddy Hallifax, School Governor, Green Dragon Primary School.
- Briefing notes from the Holland Gardens Residents Community (HGRC).
Cathy Gallagher introduced the report and reminded members that officers had not had an opportunity to fully digest the tabled submissions. Councillor Reid sought clarification on the actual location of the application building within the site and the distance between it and the Holland Gardens residences (Para. 7.14). The distance of 17meters was confirmed and members were reminded that the location proposed by the school, and not the alternative proposed by the HGRC, was the matter under discussion at this meeting.
In response to Councillor Paul Fisher's request, Cathy Gallagher explained the differences between the current application and the approved 2004 scheme with the aid of the 2004 application site plans held on file.
Councillor Carey suggested that many of the HGRC conclusions could be resolved through negotiations between the school and local residents or through the inclusion of planning conditions where necessary.
The Chair asked Cathy Gallagher to respond to the comments included in the HRGC tabled submission, which she did as follows:
- The visual appearance of the proposal and the continued maintenance of the school playgrounds would be a matter for the school (Para. 7.8).
- Planners could not comment on the fact that there was no mention in the report that the area of the site from which the four mature trees were to be removed formed part of a nature trail (Para 7.10).
- Members should decide on the application as set out in the officer's report (Para 7.11)
- The distance between the application site and the Holland Gardens apartment building was confirmed as 17metres (Para 7.14).
- There would be no overlooking from the school building onto the neighbouring residences, due to the high level windows.
Resolved:
That the application number (00816/B/S4) (P/2006/3377) for the erection of a single-storey building with basement, to provide changing rooms associated with use of school playing field and new games pitch, office space (including a health visitor's office), and facilities for community activities be approved, subject to the conditions in the report.
